When will we address the real problem?

We keep hearing about all of the uninsured, and how horrible it is that all these people are uninsured, but yet we never hear why these people are uninsured. Here’s a chart that shows a breakdown of that number:

It seems to me that while we need to address the 12 million who are without affordable options, the proposals now in Congress are akin to swatting a fly with a nuclear weapon.   Surely there is a way to adjust current regs to entice private insurers to create more affordable, if less broad, plans to provide such options.  There is no good reason for the feds to subsume the entire health care sector to address a problem affecting less than 4% of the population.
